How does this work regarding casting an enchantement on someone other than you? Does the lengthening occur if only the target has the mod, only the caster having it, or do both need to have it? In the case of the first two working, would both using the mod then result in a more than +20% lengthening occur?

All enchantment cast by the wielder of the mod last 20% longer. It does not matter who the target is nor what mods he has.

Any of your 8 skills that are enchantments will be affected, and only those.
