If I need a quick fix to re-roll as it were, I'll rustle up a PvP char, or to quickly mess around with skills, as I've deleted my Dervish, (could be a bad move) Paragon and Monk.
If you want your character to look good though, whatever floats your boat, the PvP rewards do cost a lot - an exotic weapon at 6 Gold Zaishen Coins, with another 6 Gold Zaishen Coins per fancy armor piece roughly, 30 Gold Coins total, and 9 Gold Zaishen Coins for a Dread Mask etc. Grinding those coins can be a nightmare if you're a casual player.
If you have the money, you can just buy the armor, skills and runs to different parts of Guild Wars. I can see how that appeals. Elite armor, Elite tomes and different weapon sets still adds up to a great deal for new players, so the PvP option is there for easy access and an instant and viable setup.

As I practically only do PvP these days, this is what I do anyway, except with the exeption detailed above. I can level my char to level 20 and buy max armor within a few hours, so it seems better, giving me the option if I do indeed fancy venturing to PvE land.
