"Signet of Spirits" creates 3 spirits and "Summon Spirits" summons ALL your spirits to your current location in addition to healing each one for some amount dependent on your faction title level. (in PvE)

Summon Spirits (PvE only skill) teleports all of your summoned spirits to your location.

Spirits are summoned through binding rituals, or in the case of SoS, a signet.

In terms of moving them Summon Spirits is a spell, and one of only 3 options for moving a spirit. (Swap, and Draw Spirit being the other 2 that im aware of).
