You sure? Someone in another thread just sold a q11 tactics -5 damage 19% chance +30 hp for 100k +15e. I havent played much often but these shields are quite rare if my memory serves.

Agree with Pleikki the -3 while hexed mod is generally seen as useless if you maybe had -2 while enchanted I would say something different.
