Battle for Lion's Arch was a fun quest. I'd like to see it repeatable (with a much smaller reward for the repeats, obviously).

This has been suggested on the forums an uncountable number of times.
You can repeat it, just join a party with a player who has the quest.
You get no reward. You get drops.

it would be nice to be able to do it again, i want to try some H/H HM setups for fun which is not possible at the moment, even with no extra reward it would be nice
