Considering any shield with max armor of 16 can get a character the 8 armor even if req is not met i think is this worthless. I understand why you think it might be worth something comparing it to wintergreen shield but the main reason its worth ~50e is because its skin. You can't get a wintergreen anymore and because of the limited amount of it, the price skyrockets.

ANY Inscribable Skeleton Shield with at least 9 armor and any reqirement is a strictly better item than your shield - they're functionally identical when you don't meet the req and have the ability to be better if you do meet the req.
So when for example 11 armor req.5 Skeleton Shield is just insta-merch trash and is strictly better than your shield then there's absolutely no reason for yours to be worth something. It's also completely uninteresting to collectors as 8 armor no req shields are very common at a given dropsource level.
