Can Not get into ha or any euro district(error 040)

anyone wanna help me out? i've re-started my router, computer, everything. I just can't connect to any euro server.

had some problesm with this but only int eh first 10mins of conencting to the servers. i just restarted my computer and it worked.

edit: it probably was on my end tho just saying :/
