Question on two perma skills a/e

i see on most perma builds there is a skill you need which requires a deldrimor title and another for ebon vanguard i was wandering if they are easy to get how to get them and if they are account wide. Your help will be much appreciated, thanks

You get them by doing the quests which are not easy, but not impossible with h/h. The reason you need the titles is this is how you increase the power of the skills.

Big guess comming up here - a/e and uses the 2 title skills mentioned has to use sliver in the build.
Im assuming also ( regardless of guru join ) your fairly new to guildwars - sliver was fixed/nerfed a while ago and it made the old a/e sliver builds less functional - before the nerf/fix it used to lock on 1 target till death and after fix/nerf it switches targets making mobs harder to kill - prime example is a/e raptors hm - got the big nerf.
Always check if a build you`ve seen is still working - youtube catches people out as some builds are years old and have been nerfed but its on video so ppl assume it still works.

any chance of you guys sending of a working a/e perma build tho i could change the second profession and also how to use the build? Thanks

Those skills are used to increase the amount of damage you do. They are not involved in the "perma" part of the build, and there are several different ways to increase the damage, some more effective than others.
The Deldrimor and Ebon Vanguard titles (and the Norn, and Asuran) are not account wide.
