I just made a toon i want to keep in pre searing for the gifts of the huntsman. to gain additional money to buy the gifts i was wondering what are the best foes in pre-searing to get black and white dyes

Forget trying to get rich farming dyes. The best place in Pre-Searing for drops is in The Northlands. Runes, Charr salvage kits, purples, Charr bags all drop there and more frequently than black and white dyes.

I'm pretty sure the drop rate of dyes holds no regard to things like foe level and type (undead/animal/whatever). I'd assume that you're best off going for the place where you can maximise kills/time. Black/white dye won't drop frequently enough to be a main source of income though.
Anyway, you're probably better off just farming for whatever you need each day. You can see what you need in advance so it should be fairly convenient.

There is no "best" location for any dye in pre-searing or in the main games. Dye drops are random and your chances of getting the more valuable ones is even more random. The reason people like to farm dyes in pre is due to the easy foes so the farming goes much faster.

Two years ago, I made a character just to "get rich" dealing in dyes. It turns out, I made more money from drops, than I did from dyes. About 4 months ago, I sold all the dyes, several full stacks of many colors, for post gold. The market for dyes in presearing, is not what it was in the past.
If you want to "get rich" in pre, pick up everything, ID all the blue labeled items, salvage the "highly salvageable" items. My newest character, spent 24 hours, spread over 5 days in pre and took 24k to post, along with 12 dyes of 6 different colors. Making money in pre is easy, but don't count on dyes.

Yes, dyes will drop naturally when you're busy killing off all the critters that Nicholas needs. There's no need for any specific farm - although keeping the quest Bandit Raid has always been popular among dye farmers: Rack up the Leather Belts and Charred Husks while you're at it
