It stands for Increased Attack Speed, but is usually used in reference to a skill that increases your attack speed.
In other words, if someone suggests that a build should have an IAS, they mean "a skill that provides an increase in attack speed".
There are also other ways to gain an IAS, such as consumables, but they aren't referred to as an IAS as often.

Btw: IAS skills are descriped wrongly in game. They don't increase your attack rate by x%, but decrease the time between two attack by x%; that means the real value is:
1 / (1 - x)
So a 25% IAS would increase your attack rate by 33%, and a 33% IAS by 50%.

The "Q" for requirement started two years into the game. And the wiki will answer your questions on abbreviations and acronyms. Just type IAS or Q in the search box and you will be redirected to the correct page.

thanks for the help sorry for posting in the wrong spot I had at the time only seen IAS in the paragon pages and no one in my guild new what it meant so i assumed it was a paragon only thing as we dont have many or maybe any other paragons

btw, q is Quest. I still say "req" for requirement, but q is quest, definitely.

Also "la" is Life attunement too
