ok now i might just be bein a noob right here but i've never seen a dual modded blue shield, let alone a r9 max with perfect mods. for all i know this is common but it has me confused..

The only conclusion I can come to is that it's a collector item. It must be from NF because of the skin. Therefore a dual mod would mean one of them must be the inscription and the other the handle. There is no 'of Fortitude' on the end of the name or 'Inscription: Luck of the Draw'. Blue, q9, and max mods also support this theory. As such, it's not some uber rare unobtainable item and not really worth anything.

Not really.

The answer is quite simple, actually: it's a collector shield. Namely, this collector: http://wiki.guildwars.com/wiki/Nikun

So it has no real value, maybe 1-2k for someone who wants one for their heroes. No player would buy a blue shield for themselves, especially a collector one.
