Heroes have multiple skills in their belts... how do they decide which skill to use at any particular time?

It's all a matter of how anet programs them to do...which is the way they saw best when making the skill with adjustments normally only when a skill is totally changed...

It more then likely takes into account health and energy as well as conditions that need to be met for the skill to work. But I really dont know all the details.

We don't know. We guess at how the AI works through observation, but ArenaNet never even gives us a hint. Although sometimes they will say they have improved it.

They just wing it.

Actually, and in spite of what some people say, they do a fairly good job of using their skills. They're not human, they're AI, so you can only expect so much. It's best to try to give them builds which actually seem to work, rather than try to force them to do things your way.

Did Anet not state with the release of heroes, "they will be able to learn through microing" or something along those lines? Not seen evidence of that, atleast.
