I recently started a new character in Prophecies because I've never finished the storyline there (only partially done Factions and finished Nightfall a year or 2 ago), I've almost hit level 11 and I've never found anyone for missions - not one person.
So, does anyone group up for missions anymore? I can solo these fine with henchmen, but it gets really boring without actual people.

What time do you play? What district do you play in?
People still play together for missions but if you don't play in American districts and outside of American times you probably won't see much action with real people.
Also, try joining a PvE guild if H/H'ing is really bugging you.

Just go American district and there is ppl in most missions still pugging, But if there isnt, get guild which can help

By pugs do u mean 8 humans? or 1 other humans an otherwise hench/hero?
If 8 humans gluck outside of ZM/ZB, or elite areas. If hero/hench ull probs find one fella in most missions willing to do it w/ ya.

It can be hard in Prophecies to find others for missions anytime of day or night. The exception is when a prophecies mission is the zaishen mission for the day. That is the nature of things when a game has been expanded and is five years old.
I would recommend you join an active guild. Finding playmates is easier, and the game can become more fun for you.

I did Elona Reach yesterday with 2 other random players, and Glint's mission with one other. There are a few people around, but not many, which is fine IMO. I can carry one or two bad PUG players through a mission (and, they were bad), but a full party is too frustrating.
