don't matter either way really, it's just red or blue. To get to one/both of them just continue the factions storyline.
Sagittario
To spend Kurzick/Luxon faction go to Kurzick Bureaucrat or Luxon Scavenger.
PvP-only character: Go to Jade Quarry or Fort Aspenwood from GToB.
PvE: Continue the Factions storyline. You'll get to capitals after mission Sunjiang District.

you yourself don't choose a faction your guild does. if your guild is kurzick you fight for the kurzicks, but can still get luxon faction through quests and missions.
to change your guilds faction (if you're the leader) you must get to House zu heltzer or cavalon.

Befriend the Kurzicks and Befriend the Luxons are the prereqs for joining the respective factions. Elder Rhea in Cavalon (I think) gives you the Luxon one, and the Zu Heltzer dude at the top of the staircase in HZH gives you the Kurzick one.

This.
The only situation in which a choice needs to be made is when a Guild chooses one side or the other - and even then it only matters for PvP.
For normal PvE play, you don't "choose" a side. The closest you come to that is to become a "Friend" of the Kurzicks or Luxons by gaining 10k faction in the appropriate line, in order to progress through the sides of Factions. You can (and should) do both sides - and the allegiance of your Guild doesn't affect that.

Basically you can even play on the Luxon side even if you are a in a Kurzick guild (and the other way round), but there are two things you CANNOT in a Kurzick guild:
* Donate Luxon faction points (which is bad for title hunters, because donated points count double towards the K/L title)
* Play Alliance Battles on the Luxon side. (Edit: Ok, this is possible by getting a guest invitation, didn't know that.)
