PC req 8 skeleton shield

I was hoping someone could tell me if this shield was worth anything. Req 8 -tactics skeleton shield -2 dmg while enchanted, health +34 while enchanted. I am assuming since + health is low that it may not be worth much.

Is it max? Inscr or OS? Gold, purple, blue? If it's inscr, then mods don't matter and you can get some 70-80k for it as blue, 15-20e if gold. If it's OS, it might be worth a bit, but unsure as to how much.
