When I look up Proph Elite armor I see several that you get from the Zaishen Tournament guy (Dragon, Platemail, Charr Hide, Gladiator). But when I talk to him I don't get the option to buy armor from him. I guess this is only for PvP chars?
So, Obsidian is the only one you can get in Proph for PvE?

No.You can still get all those for PvE but they are at two town Marhans Grotto and Granite Citidal.Clickly

pvp characters get their armor from the pvp tournament guy.
PVE characters must play thru the game and get to the cities/outposts that have the armors (link supplied by Age)
