D'Alessio Seaboard Mission, Can't find mission NPC

I have been trying for a loooong time now to start this Mission but none of the npc's in D'Alessio seaboard start this mission. I have talked to each and every one of them and the only one that says anything about the scepter tells me to go to the Temple of Tolerance and I choose the box that says I'm on my way or whatever it says. Then nothing. All of the maps on the wiki show a spawn point on the other side of the big gate but it is closed to me.

I have gotten so frustrated that I would leave it alone for a while and try to come back to it. So much so that I have gotten my character to lvl 20 and beyond for quite some time now.

I know I'm supposed to be doing something there because I know I've never done this mission and the Icon on my map is blinking.

Am I missing something? Please help?

In Prophecies (and Factions) you start missions by pressing the Enter Mission button in your party panel.

OMG! I just new it would be something super simple like that.
