I am looking for a PC on my q9 Command Eternal shield of devotion. It is inscribable. I know that it is fairly rare just not sure how much so.

youd be lucky to get 25k for it actually, sold a couple 12 months ago for 20-40k and prices must of dropped

20-25 seems the right price. Inscribable ones are pretty common and cheap. If you're so sure it is worth more, then try to sell it @ a higher price but then again, I don't get why you seek guidance >.<
