It's essentially achievement based:

To maximize your rewards, you'll need a variety of everything, but not everything everything. For example, to max out Valor, you need a total of 15 monument weapons, but at least one of each of tormented, oppressor, and destroyer. For Resilliance, you'll want to get 7 unique sets, with one each of Obsidian, Kurzick/Luxon, and Vabbian. Honor requires 40 monuments, with at least 1 being PvP. Fellowship requires all heroes with updated armor, and a variety of pets, and Devotion requires any 50 minipets, including one rare and one unique (gold and green).

I'm surprised I only have a little to do:

Black Widow
1 Tormented Weapon + 6 others
1 Vabbian, 1 Luxon armor
Finish vanqing one continent

And then I'll have max everything.

Also, very important:

After you earn 30 points, you earn all items. After 30, it's all titles.

OK, and now we know. Up to 30 points, item rewards, beyond titles only. And practically everything counts - ONCE.

My god! Finally they let weapons displayed that actually looks like they'll fit the word "Valor." These are my preferred weapons and I'm glad I get to show them off at the hall. Thanks Anet!
