I have had good luck with the Crystal Desert collectors' offhands taking dye. I have a 20/20 collector's Jeweled Chakram which dyes like the wiki chart. I think it came from the Crystal Desert, but it could've been North Shiverpeaks. I got a Jeweled Chakram from a Factions collector in the Imperial Sanctum outpost and found it would not dye.
FWIW, some inscribable loot metal-skin Jeweled Chakrams will dye! The wiki's article is misleading. I have at least one (probably more) dyeable, inscribable loot Jeweled Chakram. I've never found any rhyme or reason to predict which loot drops will take dye and which won't. The dyeable loot versions are always inscribable, but not every inscribable drop takes dye.
The good news is I think dyeable loot Jeweled and Inscribed Chakrams are the easiest to find of all the core-skin offhands. I've yet to find a single loot Storm Artifact which would dye, but I found quite a few chakrams.
There's also two different ways they can dye
The dye chart on official wiki shows that yellow dye makes them look greenish. My collector Inscribed Chakrams work like that, too. But loot versions which take dye may do that, or they may work where yellow dye makes them look like the default color.

So, in summary ...
- try the Crystal Desert or North Shiverpeaks collectors if they have the mods you want.
- If you want a loot (gold-text, fully moddable) version, look for some for sale and ask the seller(s) to check if they'll dye.
