I was wondering if there was any auto clicking device (not program) that would physically click your mouse, say for Drunkard. (a dippy bird) but with the ability to click at time interverals you choose.

Is trying to get around the rules to gain a title worth risking a permanent ban? That is the question you need to ask yourself.
The rules are that you cannot use any method that allows you to function in the game without personally interacting with the keyboard.

You're all missing the point. He doesn't want a program or anything that is automated by his computer. He wants some kind of physical/real world device that's capable of literally pressing the mouse button reliably at set periods of time.
@OP Have you tried using a phone or alarm clock to set something off? Use the vibration to push something. Maybe if you tape a pencil onto your phone and tape the phone and mouse down, with the other end of the pencil just above the mouse button. Set an alarm/reminder/whatever to go off at every time period and hopefully it will be able to push the button. Doubt it'll work though (and you lose access to your phone). Dripping taps/water sources are another idea, but that would take a lot of fiddling around to get working.

If someone is jealous of you and reports you... it will still look like you're botting whether you are physically pressing it, or a program is doing it for you. I put a weight on a key when I was doing LDoA, no ban or anything. I did at one point use a program to click frenzy over and over during death leveling, to increase death rate. No problems. Also did something like this for drunkard. No ban. Maybe just lucky? I wouldn't recommend you do this. But it's only against the rules if you get caught.

You would need something small enough to fit over your keyboard, but strong enough to press a button.
It would then need to have some kind of constant motion, that is either powered by a timer or has a really long arc as the minimum you want to do it is every 1 minute.
By the time you've found something or built something to do this, you could've spent that time playing GW and getting your title the fair way like you're supposed to.
You're even given skills which work better when you're drunk, so this is the perfect excuse to be getting drunk while playing.
Combine it with other titles, like vanquishing, clearing dungeons etc.

Like poster above said, some skills work nice while drunk, you can virtually use 2 skills to become a runner with pretty much any profession, specially if you mix them with other skills from your profession. If you're really bored, try doing some location runs in prophecies on them, also earn a few plat with those. Playing the game with these skills isn't that bad either you know.
The only thing I recommend is getting a program that makes a sound whenever 3 minutes have passed, this way you can increase efficiency of maxing your drunkard title. But for your accounts sake, don't use an autoclicker, it's only 167 hours of playing drunk and it's not like you get penalized for being drunk, in fact, Anet tried to encourage/stimulate it. And they did a fine job if you ask me, just give it a try, incorporate the skills in your build and play! If playing is too botherful then maybe you should stop playing the game altogether...

There are many many many different timer type programs (free) that you can set to the intervals needed for drunkard (Depending on alcohol type)

Note the part about "personally interacting with the keyboard". You do that to set up the death leveling, and again at the end to kill the leveled foes or charm the leveled pet. In between, you aren't using the keyboard or doing anything else at all, and nobody can tell if you're actually sitting there staring at the screen or not. It is not a violation of the ToS to be afk while your character isn't doing anything but standing there, or nobody would ever be allowed to take a bio break without getting banned. Common sense.

I'm pretty sure you won't get banned for using the AutoClicker, physical clickers unless you are reported.

Path generated 4-bar mechanism set on a timer. Would actually be doable if you cared enough.
My suggestion: drink while doing other things. Turn off post-processing effects and you barely notice. Every now and then your character will randomly sit down during a boss fight, but that's okay . Do your VQ or whatever else you're working on while drinking. I got 10,000 minutes without once botting or grinding, just taking my minutes with me.

Even if you use a dippy bird it is, by definition, automation.

I only just started on Drunkard (over a year of farming Nick crap, and still couldn't decide who I wanted to be my GWAMM). I thought, "Oh, God, how am I going to get through this?" The thought of standing around clicking drinks made me want to cry because I'm not a great multi-tasker. But I'm actually finding it pretty painless to just click the drinks while I'm playing. I just recorded a couple MP3s, one a minute long, the other 3 minutes long, depending on the drink type I'm using, with a beep at the beginning and the rest silence, put it on a loop on my media player and click my drink when it beeps. *shrug* The time is flying by.

And it was more of a curiosity as for the auto-clicker. I just realised that with botting be gone for a while and the new HoM rewards, people would start doing that. Although, if I devise a way to do this easily...I totally won't even think about it.

Unless you're MacGyver or some sort of engineer I'd be impressed if you could, 10,000 minutes is only 7 days. We're already one day down and no one has even mentioned that they've heard of something like this.

Way back in the early days of computers, I recall seeing a solenoid actuated device that sat over a keyboard to hit various keys. I don't recall what the exact purpose was, but at the time it was cheaper to do that than to build a proper interface. Nowadays, it's cheap to build devices to simulate keystrokes through USB etc., so there's not much call for physical devices.
Finding a device that could reliably click a mouse button would be more difficult, given the variation in shape and size of mice.
