What bar would be the fastest in terms of maintaining a constant IMS with minimal or no recast times?

Echo, dash, dwarven stability. Yes perma 50% is worth the recasts.

Dwarven Stability will leave you with a two-second downtime between Dash activations. Fill in the gaps with some other kind of IMS that you have. For example, if you are a Ranger, you can fill in the gaps with Escape and Natural Stride, or Escape/Natural Stride, Dodge, and Zojun's Haste with Escape/Natural Stride being activated on every other gap.
