I'm really not up on Kuz/Lux faction... I completed the Factions campaign with Kuz faction. Now I want to finish the Lux missions to complete all the missions and get title...plus I need my Lux faction to be higher than Kuz now in order to deal with elite armor dealer over in the Lux pit. Do I just need to keep questing to get the Lux faction higher then Kuz OR I notice there are merchants you can buy from with faction.... can I use the merchants to buy down my Kuz faction until its well below my Lux faction...does this make sense ?

Whenever you spend Kurzick faction the same amount will be subtracted from your Luxon faction. So you will have to either spend all of your Kurzick faction and loose your 6k Luxon faction, or you can keep the Kurzick, but if you do this you will have to raise your luxon past 23k. I would personally do the first method.

Are you in a Guild or Alliance that has an alligience with one of the factions?
In order to lose faction you can do several things:
1. Buy PvE Skills - they come in Luxon and Kurzick varieties and can be obtained from a Guild Hall or main town.
2. Buy Jadeite/Amber - these are materials used for crafting Kurzick and Luxon armour respectively.
3. Donate to your Alliance - this will increase the faction score of your Alliance.
If you are working on a Luxon or Kurzick title, then a PvE skill and donating to the Alliance will yeild 2x the points you use. For example: A skill costs 3000 faction to get, you will get 6000 faction towards your title. Donate 5000 faction to your Alliance you get 10'000 towards your title. Getting Jade/Amber only gives you 1x and I believe it is 3000 faction.
The other thing to keep in mind is that when you do any of the above actions to trade in your faction, you will lose an equal ammount of the opposite faction. For example: You buy a skill with the Kurzick faction, your Luxon faction will go down 3000 as well.
In order to gain faction (Luxon in your case) you can do several things:
1. When you're out exploring or questing in the Luxon areas speak to the Luxon Priest at the shrines and receive the blessing (it may cost 100g), this will give you Luxon faction for kills.
2. Some quests reward you with faction, as does completing missions.
3. If you have a Factions book - Like Shiro's Story, when you fill it by completing missions this can be turned in to receive faction.
4. The other way is through Alliance Battles and Jade Quarry or other such PvP and Challenges. These can yield good faction over time.
If you want to get your Luxon faction higher than your Kurzick you either need to get more than 23'000 or use up your 23'000 and then start getting the Luxon faction (as you will lose it all from trading in your Kurzick).

If you have not yet finished "Befriending the Luxons" - that is, you still need the 10k Luxon faction to continue in the Luxon storyline - then I would suggest you continue on to get the 10k Luxon before you do anything else, faction-wise.
Once you've completed BTL you can then clear out all your faction by buying amber, jade, Kurzick skills etc. Note that when you spend your Kurzick or Luxon faction, you will lose an equal amount of the opposite faction. (So, if you were to do that before completing BTL, you would lose the 6k Luxon faction and need to start from zero again.)
Once you've gotten the Kurzick faction as low as you can, it will be easy to get the Luxon higher than it, so that Luxon NPCs will talk to you.
