Once people finish those, they will go back to Costume Brawl (especially with the weekend, which is always more populated anyways).

Whatever the reasons, CB play also went waaay down after the first few days last year as well.
I'm with the ToT theory. On release both years Brawl was the first availiable way to get ToTs without mindless farming. The quests were introduced the following week and casuals emphasis shifts to the PvE stuffs.

The quests take about a half hour to finish. They're not the reason why costume brawl isn't popular this year: the removal of consecutive streaks is.
I would greatly welcome Costume Brawl as a permanent format. Guild Wars 2 is coming, so why not let people enjoy this one of the best PvP format while waiting for sequel. BUT. If it became all-year-long it would need two major improvements.
- Revert old system and, what is more important and will make CB very attractive, - implement Automated Tournaments.
- Builds need to change, let's say, every week. Those from past years are fine.
I hope ANet read this topic and will react. Idea is really really good and I'm sure this will keep some players busy while waiting for GW2. Also, many of pvers like CB even if they don't PvP, so maybe after some time they will try other formats. New people in PvP scene are always welcome.

Most farmers are doing the repeatable "every little bit helps."
Go to UW farm the chamber for 5-6 skeles resign repeat. When you have all your mobstoppers full turn in the quest over and over again.
I made about 6 stacks of ToTs, 60K, and 600K exp in a few hours. Not to mention the amazingly frequent ecto drops (had multiple 2 drop runs just doing chamber) Wish that would happen when I solo farm UW)
I would like to see cb more often (and other gamer title options), maybe not every week, but once a month for a bit of time....so we can complete our titles without having to play 24/7 for the whole week of halloween (and for those of us less, uhm, proficient even 24/7 for the week only nets about 120 points or so

not so happy about the ideas behind the proposed 'hats' ---seems they are getting farther and farther away from the hat idea altogether.....oh well, dont have to wear em if you dont like em I guess.
