QFT. I did remember Second Wind from that time in 2006 some guild won a tourney by running 2 Second Wind eles.

I'd say The Power is Yours! Though. It's simply not worth it unless spammed every 3 seconds, and running a build built around spamming a skill every 3 seconds is simply... not fun.

TPiY! is the most powerful paragon energy management elite skill (okay, it's the only one). The paragon gets - depending on leadership - ~6 energy every 4 adrenaline strikes (basically nothing) that is comparable to Soul Reaping. It's also nice for keeping echoes up.
The downsides: GftE! (PvE, the PvP version has a nasty cooldown) does basically the same thingand most of the echos aren't really worth maintainig.

I rest my case. Since we're discussing this in the PvE forum:

You put both TPiY AND GFTE on your bar, and suddenly you have enough energy to run scythes or daggers and deal actual damage, something paragons typically have trouble with. There's far worse elites than that.

Amity looks usable as a running skill, but that 45 second recharge kills it.
Second Wind is usable, but still horrible.
Quick Shot...there's no point to it. Called shot isn't even an elite and makes the arrow move 3 times faster than normal and unblockable. I want to see someone make a decent build for this elite.

Quick shot WAS useable before they added the 1/2 aftercast to it. It was OK if a bit inferior for fast poison spreading, and it also worked with expert focus as a turret build. But it's just complete trash now.

My vote would be Signet of Midnight. It's a decent enough skill, but for an elite it seems pretty underwhelming.

Second Wind saw play after the last change to Ether Prodigy and while it was more prone to interruption, it actually had a higher energy return. It ended unused after the Ether Prodigy concept was abandoned.
Used to run double and triple Amity builds in TA. One of my favorite team builds of all time.
Shatter Storm has seen play a few times, though it's limited to strip spike builds.
Bull's Charge used to be part of the KGYU condi-pressure build.
Shadow Meld saw plenty of play in the Dual-meld HB build.
Power is Yours was one of the last meta Paragon elites, before paragons themselves fell out of meta.
Quick Shot used to be too powerful, but that was before the aftercast and when it was 1/2 cast.

But there are way worse elites than these.
Marksman's Wager - Ranger's don't need an energy management skill, and if for some reason they do, there are better options than an elite that might backfire and takes up your preparation.
Defiant Was Xinrae - Its Protective Spirit, except its elite, only self targeting, half as effective, and can be interrupted.
Healer's Covenant - Its energy management, except it lowers your healing output, so you have to cast more, and you have -1 energy regen, so it ultimately ends up having no effect on total energy spent and instead lowers the effectiveness of your healing prayers.
Power Flux - Its an elite interrupt, that its only benefit comes when the target successfully casts.
And there is the worst skill. Withdraw Hexes. I'm trying to think of a snarky comment, but just look at that skill. Just look at it.
