Sorry, but there's nothing special about it aside from it being req8.
all mods are normal.

and max req8's hasn't been nerfed, they still obtainable in prophecies.

you may be able to get at least 20k for it simply becuz its req8, but with bad skin and non-max mod on it the price is restricted.

For bows they don't drop anymore. Still calling this "pre-nerf" will sound strange to most ppl. Skin is nothing special, and there are still plenty of req8 bows, also it's 1off which probably hurts the most. Agreed with the PC of 20kish +/- and should not be an easy sell.
