So after 4 years of playing other games, I decided to come back to GW to finish up the HoM rewards. Seems like the lag has gotten worse? I used to have a 75~150 ping on verizon DSL. Now 4 years laters I've upgraded to verizon Fios (fiber optics). My ping is in the 200~250.
Here is my speedtest results
and my tracert results to arena.net and plaync.com and guildwars.com
all came back over max 30 hops and 54 ping across the board.
Any ideas? Do I need to open ports or something.
Brand new built pc running windows 7 64 bit, but i doubt its a pc issue.

mhmm , a ping of 200~250 ping is a pretty good ping in my experience 0.o
my ping usually hangs around the 500-600 mark , and i can play the game just fine without any problems =s , if your rubberbanding at those pings , maybe turn down your graphics , post processing effects etc to have a smoother game play ?

My experience with lag jumps usually revolved around alt-tabbing frequently. Game would run fine, and at some point alt-tabbing and coming back to toons that can't walk but seem to teleport everywhere they go. (I almost always have South Park episodes playing in the background off the website so that is some of it)
I have seen other posts from similar threads with fragmentation of the dat file (mine is over 4 gb at this point) as a possible issue. Couldn't hurt to at least check it.
I would say that it seems unlikely that it is a bandwidth issue looking at those numbers, but you could be bottlenecking somewhere on your system (video, FSB, etc). You shouldn't need any additional ports open. If you just started over the last holiday, could be server side lag with all the people in for Halloween.
Good luck with the search...hope this helps.

200 or so is nothing anymore.... GW used to have good servers and low ping, but the quality of said servers has gone downhill over the past 4-5 years. :/

Thought it was just me too... Was in Fort Aspenwood a lot over the past weekend, and I was repeatedly rubberbanding from the inner gate all the way back to the amber mine. Sometimes I would even be dead upon my re-arrival.
If anything, I'd expect them to be better today than they were 4-5 years ago, but maybe ArenaNet dumpster dove for the doorstop 75MHz Compaq I used to run my guild's TeamSpeak server on.
