Accursed Icon req9 Old School

Hey just did a mission and got a req 9 curses accursed icon.

It has +5 armor and a 20% reduce recharge of blood magic skills. Doesn't state any mods or inscriptions. I've never seen anything like it so I was wondering if it is worth anything worthwhile.

Any idea guys? Low end? High end? Just let me know that at least lol.
