Also would the price change if the health became a +30

Dont bother with changing mods on weapons for sale. You will get lucky if the price goes up by the price of the mod itself in the end.

As for the r8 FDS with 15^Hexed Id say around 20-25K, seeing as the inherrant modifier is really not very popular or sought after.
