"Save Yourselves!" disabled during BLA - how?

I was in a team doing Battle for Lion's Arch, playing Imbagon... and I had "Save Yourselves!" disabled. I don't mean prevented from using it (as with Vocal Minority or Well of Silence)... I mean it had a lengthy cooldown before i could use it again.

I figure only Diversion could have done that - but I don't see Diversion listed on wiki as a skill for any of the BLA enemies. Wiki is wrong? Or it's there and I'm blind? Or there's some other way a shout can be disabled like that? Or it's a Bug?

I think you got hit by Izzy's balance... it's a long term disabler.

Wait, what? They nerfed my glorious Save Yourselves?

edit: edited in the link, okay then. Nerfing SY! would be a pretty dumb move, kill half a warrior's worth and effectively removing paragons from the game all together.
