Well, manitoba1073, I really do not mean at all to offend you, honest! I'm not sure why you (and some other people here) seem to be taking this so personally, but I am sorry for how upset it seems to make you guys.
The staff you're showing is already in your inventory, while you're standing in a town/guild hall. That's hardly proof of when that staff dropped. I have various things in my character's inventories which dropped years ago that I can still take a screenshot of, too. You admit that you bought it from another player; that's another indication that we don't know when that staff dropped.
Me, I'm not opposed the possibility of such a thing still dropping ... I simply don't believe it will still drop today unless I see a screenshot of one dropped on the ground, assigned to a player, with a clearly post-NF interface.
And that staff in your picture? It doesn't have the built-in 20% HSR of all spells that started appearing on staffs sometime between Factions' and Nightfall's release. So I do not believe it is anywhere near a recent drop.

They changed a lot of stuff in that update, preparing for NF's release. Staffs dropped before that update did not have the built-in 20% HSR all spells that modern staffs drop with. They updated green and collector/crafter staffs, but not the existing gold ones to have the new "max base."
So that's when the staff update happened.
