I've had a good look around, and can't seem to find it.
I'm pretty sure it was a textmod of some sort. It made the Guild Wars bar on your program bar flash if your received a new pm. Was helpful for me if I was browsing the internet without having to keep Guild Wars maximised.
Any help is appreciated!
Looking for a certain Guild Wars mod

Not sure what that would have been, but it doesn't sound like it's in the domain of TexMod's functionality.
End
AS I recall it was called whisper mod (or was it flash mod something along those lines I remember what your talking about though...was usful for watching movies when waiting for a pm or for trading).
It involved Dll's and what not.
When Gw changed so that you have to actually inject a dll the guy updated and put info about it on the official wiki and got banned on the official wiki so I think he stoped updating it.

I think this is it. I do believe that link has the last revision. I don't know if it still works. And maybe he did start updating it again all the previous info was like 8th hand. But keep in mind it is not on the list of anets approved mods.
/laughs at shayne for not remembering that he posted in said thread.

If you go to the Sound tab under Options, you can uncheck "mute when GW is in background". Then you can still hear the "ding" from a PM while you do something else - especially if you turn up the UI volume. Just park your character in a quiet spot like an empty town or the GuildHall and turn the music (in GW) down.
