ok, at first i thought its was -10dmg. on the hit. but its -10dmg. -10dmg. from the enemys attack i use it to do runs and stuff, im wandering how much this would be worth. -20dmg. from enemy.

How about "worthless"?
Everyone can easy get those staffs from the trader outside nolani ^^

Beside, I think it means YOU make 20% less damage, and not receive 20% less..

no you recieve -20% damage i use it when i do runs and i recive less damage.

and no you cant get this at the collector, the one at collector is Miss chance -10% and Damge -10%.

tell me now, were can i find another one of these?

In my opinion this is the Nolani wand, and there's some amateuristic photoshopping done here. Look carefully at the second -10% line you see a slight change in the green color. Correct me if I'm wrong but, this seems to be an image edited in MS paint and saved as low quality jpeg xD
