and one more question ... does additional mods affect the weapon price ? like +30hp, 20/20

~25-30 ecto imo, and always let the buyer do the modding.

but no, the other mods won't affect it, since they are pretty worthless at the time, and people buying something like that pretty likely already have them at their disposal..
