I'd have to agree with the "merch food" guess, sorry.
Even if it was a case of max damage for low req., there's just not much market for non-max martial weapons. If you're going out to damage stuff with a bow, you'll spec plenty of points in marks to use a max bow, right?
I've heard that one does not deal the rated damage of a martial weapon with less than 12 in that weapon's mastery attribute, regardless of the weapon's req being below 12. I haven't tested that myself, but it's seemed widely agreed upon when I've noticed it mentioned over the years. So in that case, one wouldn't do 12-21 damage with that bow if they put only 6 into marks.
Short of some niche build using weapon spells or conjure enchants that couldn't spare more points in marks, I can't really see a use for this other than a <lv 20 ranger.
