I was wondering if any elemental or physical damage more does against a player. Such as a fiery sword or a regular slashing sword. This is excluding extra armor buffs such as warrior's +20 vs physical and shield inscriptions.

they should do the same. elemental dmg should do the same amount of dmg as physical dmg if only being applied to regular armor. for example, 60 physical dmg and 60 elemental dmg on a 60armorlvl target (say monk) will do the same dmg if there are no other types of armor currently applied.

If someone is running a 20/20 Sundering regular Slashing, it will probably do more than a Fiery Sword since the Fiery Sword has no ArP.
But say they were using Conjure Flame with their Fiery Sword with max Fire Magic. Could make a big difference in damage. And with Mark of Rodgort, that adds burning on top of that for each swing that deals fire damage.

I think the OP is basically asking if different players have any inherent weakness/resistance against either elemental or physical damage (like monsters do). The answer is no.

If a monk with and a mesmer, both with max armor and no armor buffs from any runes/insignias/weapon mods/shields, get hit with a slashing damage sword, they both take the same damage. If they both get hit with a fiery damage sword, they get hit the same. This is because they have the same armor rating (60).
If a warrior and a mesmer, both with max armor and no armor buffs from any runes/insignias/weapon mods/shields, get hit with a slashing damage sword, the warrior recieves half the damage the mesmer. This is because the warrior has a max armor rating of 80 AND +20 against physical damage, making his max 100 (for every 40 armor, damage is reduced by 50%). If they both get hit with a fiery damage sword, the warrior once again will take less damage. However, since the damage is now fire, his extra +20 against physical won't take effect, meaning he takes 25% less than the mesmer.
If a ranger and warrior, both with max armor and no armor buffs from any runes/insignias/weapon mods/shields, get hit with a slashing damage sword, the warrior will take 38% less damage than the ranger. The ranger's max armor rating is 70, the warrior's is 80 AND an extra +20 vs. physical damage. If they both get hit by a fiery damage sword, the ranger will take 25% less damage because rangers have 70 armor AND +30 vs. elemental damage, while the warrior only has 80 armor.

And yes I realize that you said you wanted to exclude armor bonuses. I didn't because theres no reason to exclude them since thats how the game works. Theres no reason to ask about a hypothetical mechanic that does not and will not exist.
