what would be the low end i can get for the staff as is and what could i get if i applied certain mods to it like of enchanting for eles or sins or fortitude or +45 while enchanted or something?

Don't mod it for resale. You are not likely to make back the cost of the mods in an increase in staff sale price. If you're really sure that it would sell for more modded and you have spare mods handy, keep it all in storage and be ready to offer an interested buyer his choice of mods to go with the staff.

Start a thread in Sell if you want to sell stuff. You'll get in trouble for prompting offers in a PC thread, just like posters will get in trouble for posting offers in a PC thread.

You can check the Greens & Other Unique Items (all campaigns) Price Guide sticky in this section for any recent reports about your specific greens. I recently bought a deeproot's sorrow for 2k I think it was. I would guess Kaolin Domination could fetch maybe 5-10k right now, as Panic mes heroes are popular.
