I'll assume that everything you listed has inherent hct mods instead of adept heads and/or inscriptions making those mods.

I would think at least 300k/45e for a 20/20 Water Dragon Staff. r11 won't be considered as spectacularly shiny as r9, but I seriously doubt the r11 will keep you from getting interested buyers.
My 300k/45e guess could be way low, as I'm not very well versed on 20/20 Dragon pricing. That's actually the sort of thing which is so rare that it's more a matter of buyer and seller motivation. I don't think there are enough of them around which are traded frequently enough to gauge anything near an "average" PC.

I would think more like ~50-70kish for this one. While I don't want to imply that Dragon Staffs are common, the 20/10s are a lot easier to come by than the 20/20s ... like all inherent staffs.

I'm so sorry - I missed the mixed mods on the Dragon Staff! For req Water with 20 HCT Air, no, I doubt it will be nearly as much. I doubt it's merch food, but I suspect it's more like ... shaky guess of no more than 50kish ... *if* you find interested bidder(s.) I, myself, have gotten into bid wars over mixed mod staffs with things like curses req. and 20hct blood, so I know I'm not the only fan of such things around. I'm not sure how tempting a Dragon Staff skin with a mix of 20 HCT Water (from Adept head) and 20 HCT Air (from the inherent mod,) would be though. :/
