This is the 2nd time Ive accidently (got distracted) accepted the quest reward from Rurik in pre (Charr at the wall) should I restart yet again, or can I still make it to LDoA despite this?

LODA has never required you not accept quest rewards til the end...it just made it so you could take a chunk out of death leveling...yes you can still get loda.

To level up go across the wall and kill oaks or team up and kill charr until you are able to solo them.
I got my LDOA evetually and I didnt remember to get all the quest rewards.

Sometimes, a person saves 1 quest reward just to be in town, when they hit lvl 20. "Hey, look, LDoA happening here!"
