Today is Saint Nicholas in Holland and Flanders, so the good holy man is passing out presents to all the good children in Tyria, who coma and sing songs for him in Kamadan and Lion's Arch, European district 1.
Of course, Sinterklaas can be in only one place at a time, so he will visit Kamadan first this afternoon (CET), and then he will visit Lion's Arch.
