Why am I getting much higher ping now than before?

I took about a year off of GW and after reinstalling the game a few days ago, I noticed my ping's about twice as high as it normally was. I'm still using the same ISP as before, but my ping's usually in the high 200s to 300s, sometimes even higher.

What could be causing this?

Also, how do I force the game to download everything before I start the game rather than download while I play?

There is a new company hosting Guild Wars, which may explain why your pings are higher. Mine actually dropped by quite a bit.
