Does anyone here in the lore thread remember any discussion about the meaning of these 2 structures that can only be found in front of the Lion's Arch keep and the island in watchtower coast keep?

Well, theres the thread you posted a few days ago...
There is currently no known in-game lore as to what they are. And considering how long we've had to search for it since the game came out and how pretty much every possible detail about it has been found and yet nothing has come from it, all I can say is that its just Krytan style architecture that serves no known purpose.

This may sound stupid, but i was just reading through some of the lore on wiki and found a picture of Doric pleading with the gods and if you ask me the structures look very similar to the platform that he is kneeling on. The only real difference is the height of the spikes, maybe this was a way to communicate with the gods and these are the only surviving examples which are in the krytan style.

The buildings are some type of town... Like the divinity reach town in the gw2 trailer when it changes from picture to in game footage. The spires? Don't know but i always loved the unexplained stuff found all around guildwars. Maybe some of it will be answered once we get to play gw2.

I don't think there's a thread on them on this forum. However, there is one on GWO, though it focused on the bigger, and flatter, version. The lore community has dubbed them "rose compasses" since a vast majority of them point in perfect allignment of N,S,E,W (with the smaller lines going NW,NE,SW, and SE).
Due to the use of two unique styled versions of these as portals by Rurik at the end of the Ruins of Surmia mission (leading to a matching version in the Nolani Academy), people generally believe the roe compasses to be old teleportation pads.

Maybe they are designed for one person for a quick mean to travel from Lion's Arch Keep to the mysterious fortress watching over the Lesser Giant's Basin.
Also, the larger ones are so pretty.

If you open these 2 images in 2 different tabs in your web browser and switch fast between the tabs i seem to have this optical illusion of seeing Divinity's Reach on the spot of the island in watchtower coast .
although, no i think its pretty clear that divinity is on the old spot on the peninsula like portion between the lakes

There's four of that design total in the game (that I know of) - one at the end of the Ruins of Surmia mission (only can be seen during the cinematic - it's where the portal is created), one in the Nolani outpost, one in Arborstone, and then the one in the Gate of Torment. The rest have the other design which is used on the resurrection shrines throughout Kryta (and in other places in Kryta).

The first coukld have been like a castle or a very big keep - when they were built who knows or who by but if you think along the lines that - if you are covering/protecting a huge amount of land you need these places.Troops need re-arming ,feeding , place to rest or even a place to defend against enemy troops.Or could even be an old abandoned outpost - remember fahranur in nightfall was abandoned for a long time.
The portal looking structure always reminds me of a sort of platform , maybe built so officials/leaders etc could adress the masses.Or could be an ancient teleport device - troops do have to be moved incase of enemy being spotted somewhere.

Those towers are Krytan. They're watchtower - hence the name of the area they're found in: Watchtower Coast.
If you look at the Beetletun description:
