Reduce cripple/blind on shield?

Just got a question about it. If an ele uses Blind surge on me, and after I get hit I switch to my reduce blind shield, will the duration of blind immediately be reduced? or do i need to ''catch'' the blindsurge in my blind shield? (same with cripple I guess)

I don't have an answer (been wondering the same), but I want to be helpful, so I propose a test instead!
Grab a stopwatch and an "I can see clearly now" shield, and go punch "Student of Blind" in the face, and see what the results are swapping early vs swapping late.
The application of Blind that he puts on you is 10 seconds.

Started without blind shield:
8.65 sec
With blind shield:
5:25 sec
Started after circa 2 sec with blind shield:
6:65 sec
Not sure though if im correct, so please someone can confirm who knows more about it

Well don't mean to sound like an ass but why would you get benefit from something you don't have equipped?

You will get the 20% as soon as it is equipped. While it may be better to have it equipped when you get hit (no time lost swapping shields) if you are only running a couple of weapon sets then the difference shouldn't matter. Whatever condition you have swapping to a reduction will reduce the remaining time.

Just like how you can cast an enchant, then switch to a 20% enchant staff. Your enchants don't get that 20%, needs to be equipped BEFORE casting.
