So I'm looking into playing this to start FoWSC. PvX often gives the right build, but not always the right runes and insignias. So can I get some light shined on what is preferred?

The runes and insignias don't matter all that much for 100b.
You should definitely have a +1 sword hat with a +3 swordsmanship on it and a vigor rune. A rune of clarity helps. You probably just want to go full survivor or something like that, it's not important because you should kill the mob on the first spike anyways.
As for the weapons, a zealous sword with either +5e or 15^50 would be fine. A strength req shield with a +30.

Weapons should be a Customized Vampiric sword(s) (and/or Zealous) with 15^50 mod and a +20%vs undead. Shields should be (if you wanna be picky, it doesn't *really* matter though. 
) all +30 and +10 vs Slashing, Piercing and Undead.
