Apparently it was to put Murro back into LA during Wintersday.

Bug Fixes
Fixed a bug that prevented the minimap from displaying properly in Olafstead.
Fixed a bug that prevented skill effects from loading properly for some players in the "Great Snowball Fight of the Gods."

small update = assume either bug fix or preparation for event finale.

I noticed that when I reloaded GW, my toon now displays wearing her costume instead of just her armor... and it wasn't doing that before (which annoyed me).
Don't know if that's related to the new build or not.

maybe they fixed the grentches glitch in LA (if you stand behind the storage one).....

LA has over 8 districts, then some simple restart GW build and now 30min still only has 4. Very interesting, lots of afk ppl or...bots?

Start this trend. Remember those Shard Crests & Crystal Crests last year? Those Kitty Ears and Head Goggles from Halloween? They are not hats or masks, they are, again, accessories.

So I'm not sure that was related to the new build at all... but I'd sure love to know how to have her appear only in costume. LOL

I noticed too.
Current working guess: it showed correctly after an update, until you logged in with that char. Login screen appearances are cached locally so that may be involved.
