Very simple suggestion: adding a Wintersday Gift Giver (candy cane shard collector) in Eye of the North outpost, to exchange the many shards received from the many gifts from Snowball Dominance.

Do we really need more NPCs in that outpost? It's a mess there (The Wintersday collectors for Destroyer cores, Super charr carvings, etc. are there) and it isn't too hard to zone to somewhere else.
