Kurzick but want Luxon Armor

It's simple. You need to do two things.
1) Be able to get to the luxon armor crafter on the characters you want armor for. Cavalon for non-elite armor and Levithian Pits for elite. To unlock the Luxon half of the storyline (yes, you can do both), go back to Maatu Keep and get Journey to Cavalon from Jamei.
2) Have more Luxon faction than Kurzick faction. This is current faction, not title contribution. Just spend your Kurz faction or do some Luxon quests.

You have to know that there's a difference between 'available' faction and the titles.
You can see the available faction (that you can spend) in the H -> Faction tab.
You can see the titles in the H -> Titles tab.
What matters for NPCs and their willingness to talk to you / offer services (such as armor crafting) is that your available faction (H -> Faction) for their side is higher than the available faction of the other side. Titles don't have anything to do with this.
So in your case, just get some luxon points (quests, vanquish etc) so your available luxon faction is higher than your available kurzick faction.

About time they put Luxon and Kurzic armourers at the end point of the game.
When factions is over and Shiro dead the war between the two seems over as well at least they are all standing together cheering etc.
But go to any Kurzic or Luxon town and of cause your stepping back in time and the war is still on.
Would make sense to be able to create Luxon and Kurzic armour at the end of the game esp the elite versions.
The gw system does not lend itself very well to the factions split story idea its no wonder they never repeated the exercise.
GW2 from what I have seen handles it a lot better.
