There is no perfect weapon , people make them perfect in their own minds, let me explain:
Weapons with an inscription are already perfect because they are modable ( sometime ago prolly still nowadays people would say only Req9 weapons are perfect <---Because of the require is the lowest possible on normal insc weapons)
Perfect weapon can also mean what mods it has on it :
-Example : Celestial Sword Req9 Insc Perfect = Inscription 15^50, 20/20 , +30Hp (For some people those mods are perfect therefor makes the weapon perfect aswell)
What you talking about ''how far away from being perfect does a weapon have to be before it's merch food'' i think it's depending on the SKIN ( which is model / shape / form / animation) because even a common weapon could be perfect but on the market is worhtless.
Mostly the High End weapons that go for crazy amounts of gold/ecto drop from End Chests in dungeons or chests like UW / FoW
P.S I know Req9 are not the lowest for insc weapons , but i meant to say for the general market and not collectors.
