Load Equipment Templates onto PvP Chars

I have a PvP character which I am using for hero's ascent but when I click on load template it only shows the skills templates, not the equipment tab. How do I load an equipment template onto a PvP character?

You can load equipement templates through the inventory panel.
Skills templates are loaded through a different panel, the Skills one.

Assuming it is a PvP-only character, opening the inventory will show the "PvP Equipment" button as shown, along with a template load button, just like with skills templates:
