I know the dual negatives don't drop anymore (thanks to a great explanation somewhere by Yawgmoth,) so I'm confident this is safe to call oldschool. I'm not sure of fair market value on them, though.

EDIT - Feb. 9, 2011 - Since this is still unlocked, I thought it might be helpful to note here.
Earlier today I sold this shield for 100k+15e (~205k.)
Someone was advertising to buy dual neg. shields in game. I offered this one for the 40e buyout I'd picked (aiming for the mid-high point of all the various answers I got about this shield's PC from various sources.) He haggled with me, and we agreed to 30e. Over the past month or so, I've offered it to a few buyers in game. One guy advertising to buy this sort of thing claimed to be willing and able to buy it for 40e, but he wanted to shop around a little more. I never did hear back from him. A couple other potentially interested buyers were not up for the "40e obo" I offered, nor did they show interest in making a counter offer of any price at all.
I'm even more convinced now, after having tried to sell one - these things are low enough in both supply and demand that it's hard to guess PC with any certainty ahead of time.
